Strategic Programme Fund

The Foreign & Commonwealth Office's Strategic Programme Fund (SPF) seeks to create real, measurable outcomes in support of the FCO's policy goals. This programme supports FCO Departmental Strategic Objective 7 (DSO): "To promote a low carbon, high growth global economy".

Three strands compose the Programme: Energy Security, Climate Change and Economic Reform. 24 countries are eligible for programme funding. Argentina qualifies for the Economic Reform strand of SPF. Projects supported by the Programme in Argentina must contribute to achieve the following sub-objective to "Increase international commitment to an open, stable and equitable low carbon global economy delivering higher standards of living".

Programme indicators for Argentina

1. Governments implement measures that meet domestic economic reform priorities, moving towards high, stable and equitable growth

  • This Indicator supports the development and implementation of policies in support of a priority country’s key areas of economic reform.
  • Before submitting bids on the Indicator we advise that the relevant Embassy or High Commission agree with the FCO Global Economy Group which areas of domestic economic reform are the most appropriate to DSO 7.
  • This Indicator could, for example, support work on monetary and fiscal policy reforms, product market and supply-side reforms or active labour market policy reforms.

2. Governments implement transparent, non-discriminatory and predictable financial regulatory frameworks

3. Political support built for open, equitable multilateral trade and investment policies, including through strengthened intellectual property rights.

  • This Indicator is designed to support Post’s efforts at building support for open markets and the multi-lateral trade system, to resist protectionist measures and to support strong IPR frameworks.
  • Projects should build political support, either through directly influencing political decision-makers or through other influential groups such as trade unions, business groups or civil society.
  • Projects which have been funded under this Indicator have included work to improve the evidence base on the benefits of open markets which has then been translated into action plans with target groups.

Project bidding forms

Projects will need to show how activities will be translated into action plans designed jointly with decision-makers or key interest groups.
